Google Cache Browser ia a tool for webmasters, which allows to browse pages from Google's cache easyly and quickly. Concept of functioning is like a web-proxy (anonymizer): Google Cache Browser (GCB) downloads page from Google server and replaces links in such way, that they point to cached pages again via GCB.

Anyway, there are many differences from real web-proxy. The first and the main difference is that pages are being loaded from Google cache and may differ from actual versions on the site.
The second is that GCB does not process images, CSS and other pluggable content. The reason is that Google doesn't cache it so it is being loaded directly from original website.
The third difference is that GCB doesn't handle webforms because form's logic is being handled by website, not by Google cache. It such reason when you submit a form you will get to original website.

Google Cache Browser is a free service and you can use is for your purposes without any limitations. Nevertheless any unlawful use of service is forbidden and can serve as reason for restricting access to service.
